There's an urgent need for NATO and its member countries to address the cybersecurity of space-based satellite control systems because they're vulnerable to cyberattacks - and if left unaddressed, it could have severe consequences for global security, a new paper from a major thinktank on international affairs has warned.

Almost all modern military engagements rely on space-based assets, providing GPS coordinates, telecommunications, monitoring and more.

The newly released Cybersecurity of NATO's Space-based Strategic Assets research paper from Chatham House warns that there's an urgent need to study and address the cybersecurity of these systems and the challenges which could be posed if a network was breached or otherwise attacked.

Cyber warfare is war without any noise, tanks or aircraft. Currently, it is a profitable, relatively risk-free and anonymous crime. It is often difficult to identify the origin or perpetrators of the attack - and this is the main problem. In order to be more effective, all the parties involved must work together:

 

NATO, the private sector, international organizations, academia. By the end of 2012, a rapid reaction team (RRT) capability of NATO cyber defence experts will be operational.

As we saw with the National Security Strategy from 2010 and the recent government Cyber Security Strategy, cyber crime is now being taken seriously at that level.

 

This article claimed that the advantages offered by cyber warfare (low cost, widespread applicability and ease of operation) mean "it is likely to be the weapon of choice for future aggressors menacing NATO and its allies".

The European Union and NATO have today signed a Technical Arrangement between the NATO Computer Incident Response Capability (NCIRC) and the Computer Emergency Response Team – European Union (CERT-EU).

The agreement facilitates technical information sharing between NCIRC and CERT-EU to improve cyber incident prevention, detection and response in both organisations, in line with their decision making autonomy and procedures.

The signing of this agreement is an important milestone to implement the objectives of the EU Cyber Defence Policy Framework, which has set cooperation with NATO as one of its five priorities. Advanced incident response coordination allows for further development of practical cooperation and the sharing of best practice in cyber defence between the EU and NATO.
