Luxembourg is renowned for its top of the range data infrastructure, notably in terms of connectivity, data storage capacities and cybersecurity expertise. One of the best indicators of its trustworthiness is the fact that Monaco has followed in the footsteps of Estonia and opened a data embassy here.

The decision to open the data embassy was sealed in July 2021, when Luxembourg Prime Minister Xavier Bettel and Monegasque Minister of State Pierre Dartout signed an agreement regarding the hosting of Monegasque data and information systems in Luxembourg. The agreement was based on a declaration of intent dating from 2018.

Luxembourg is to host the first 'data embassy' on its territory, planning to store sensitive data for the Estonian government on servers in the Grand Duchy.

According to the 'Data Embassy Initiative' published by the Baltic state's Economy Ministry, Estonia, which is "highly dependent" on information technology, is transforming ''into a country without borders'''.

It says that, in light of ''cyber-attacks, natural disasters and other national or internal emergencies (…) the Data Embassy Initiative emerged as a possible answer, with a data embassy being defined as a physical or virtual data centre in an allied foreign country that stores data of critical government information systems and mirrors of critical service applications''.

Luxembourg's Prime Minister Xavier Bettel, during an official visit to Tallinn in March, cited the 'data embassy' initiative as a concrete example for both countries' cooperation in the ICT sector.

Le Luxembourg et la Principauté de Monaco ont signé ce jeudi une déclaration d’intention afin de réaliser des échanges entre les services des deux administrations sur l’innovation numérique.

Après l’Estonie en avril dernier, Monaco étudie la possibilité de sauvegarder ses données sensibles dans un data center luxembourgeois avec des «garanties d’immunité et de privilèges similaires» à celles d’une ambassade.

C’est une première mondiale. Une curiosité aussi. L’Estonie a décidé d’ouvrir une ambassade numérique à l’extérieur du pays pour y mettre à l’abri ses données. Cette «data embassy» siégera au Luxembourg, où l’État luxembourgeois a mis à disposition de l’État balte une salle pour héberger des serveurs.

Qu’est-ce qu’une e-embassy ou data ambassy?
Le terme le plus approprié est «data embassy». Il exprime plus clairement de quoi on parle, puisqu’il s’agit d’un centre de données auquel on accorde les privilèges et immunités d’une ambassade classique. Autrement dit, la salle de serveurs qui hébergera des données de l’Estonie au Luxembourg bénéficiera des accords diplomatiques prévus par la convention de Vienne de 1961, de la même façon que les ambassades installées boulevard Royal.

La data embassy offre la possibilité à l’Estonie de protéger des données sensibles dans un pays ami. C’est un point important quand on se rappelle que l’Estonie a déjà été victime d’une cyber-attaque qui a paralysé ses sites gouvernementaux, des banques et des médias pendant deux semaines. La data embassy stockera donc au Luxembourg des informations gouvernementales dont le contenu est évidemment confidentiel.
